IN THESSALONICA THROUGH A PUBLIC PRIVATE PARTNERSHIP
(OPEN PROCEDURE)''

1. 4. Place of provision of services: Athens, Thessalonica, Greece.

5. Service contracts, category and description of service: The tender document concerns the assignment of a service contract under the title ''Advisory Services for the implementation of (a) Paediatric and (b) Oncological Hospital in Thessalonica through a Public and Private Partnership (PPP)''. The subject of the services is the support of the Contracting Authority during the preparation procedure and the finalization of the Partnership's terms, as well as the choice of the most appropriate Private Vehicle (SPV), which through a Public Private Partnership shall undertake the design, construction, financing, maintenance and facility management (cleaning, clothing, hospital and other waste management, food supplying) securing of the buildings and the provision of all necessary medical and hotel equipment, including their maintenance and replacement, as well as the commercial development of limited spaces inside the two (2) Hospitals, as they shall be determined by the Contracting Authority, for twenty seven (27) years. The indicative budget for the aforementioned two (2) Hospitals amounts to 324.000.000 euros and 330.000.000 euros respectively. The Advisor shall undertake the provision of financial, technical and legal services (Category 6,11 and 12 Annex IIA, 21 Annex IB). The budget of the contract amounts maximum to 2.500.000 euros, VAT excluded. The right for awarding new similar services is contemplated according to art. 31 E.U. DIR. 2004/18.
At the tender can physical and legal persons participate, independently or in partnership or in joint venture, activated in the field (categories mentioned above), if themselves or their members:
1. Are registered in the Greek Designer Records and particularly have the following Designer Certificate:
(a) E' Class in category 06 ''Building Architectural Design'',
(b) E' Class in category 08 ''Static Design'',
(c) E' Class in category 09 ''Mechanical, Electrological and Electronic Design'';
Or come from countries - member of the E.U., which keep equivalent records, according to the article 52 of the Directive 2004/18/EK and are registered in ranks and categories of designs or services equivalent to those of the above paragraph 1;
Or come from countries - members of the E.U., which do not keep records such as mentioned in the previous paragraphs or countries, that have confirmed the agreement for public joint venture of the World Trade Organization, that are registered in the Professional/Trade Records of Annex IX G of the Directive 2004/18/EK or in the equivalent records of their countries and have general experience relevant to the aforementioned Designer Record, and its executive work force has experience in equivalent designs categories.
2. The Legal Advisors should be registered in the local Bar Association.
3. The participants should fulfil the minimum levels of financial efficiency as following (article 11 of the Invitation to Tender): (a) average turn over, during the three last economic years, over euros 10.000.000, which will be proved by published balance sheets or by relevant affirmations, (b) average total turn over of the Financial Advisors of the joint venture in financial issues (corporate finance, project finance etc) during the three  (3) last economic years, over euros 6.000.000, which will be proved by published balance sheets or by relevant affirmations.
The legal persons are obliged to state the employee's names and qualifications, which will be responsible for the fulfilment of the services provided and which will form the Work Team.

6. The time limit for completion of services or duration of the services contract is eighteen (18) months.

8. Where applicable particular conditions to which the performance of the contract is subject: Law 3389/2005, E.U. Directives 2004/0018 and 89/665.

9. In the case of open procedures:

(b) where appropriate, time limit for submission of such requests: Six (6) calendar days before the date for the submission of the tenders.
(c) where appropriate, cost of and payment conditions for obtaining these documents: The interested parties can obtain the Tender Documents for the amount of 150 Euros.

10. (a) Time limit for receipt of tenders or indicative tenders where a dynamic purchasing system is being used (open procedures): 22-6-2007, 12.00 pm.
(b) The address where these have to be transmitted is Vas. Sofias 120, Athens, PC 11526.
(c) The language in which they must be drawn up is (EL) Greek.

11. In the case of open procedures:
(a) The persons authorised to be present at the opening of tenders are the legal representatives invited.
(b) The date, time and place for such opening are to be determined.

12. Where appropriate any deposit and guarantees required: Bank Guarantee of 125.000,00 euros for participating to the tender, good performance bank guarantee amounting to 10% of the project's budget.

13. Main terms concerning financing and payment and/or references to the texts in which these are contained: The financing shall occur through Π.Δ.Ε. The fee is based on the financial offer of the tenderer and does not include VAT.

14. The legal form to be taken by the grouping of economic operators to whom the contract is to be awarded is joint venture. All contracting parties shall be in full liable towards the Contracting Authority.

15. Selection criteria regarding the personal situation of economic operators that may lead to their exclusion and required information proving that they do not fall within the cases justifying exclusion. Selection criteria and information concerning the economic operators' personal situation, information and any necessary formalities for assessment of the minimum economic and technical standards required of the economic operator. Minimum level(s) of standards possibly required: Art. 11, 12, 14 and 15 of the Invitation to Tender.

16. Time frame during which the tenderer must maintain its tender is nine (9) months.

17. The criteria to be used for award of the contract: Most economically advantageous tender, according to the criteria mentioned in the tender documents.
