Press Release - Decision of the Inter-Ministerial PPP Committee for the construction, renovation and maintenance of 27 new school buildings in Attica

The Greek Inter-Ministerial PPP Committee has approved today the first PPP project that will be implemented in Greece. This is a project for the construction of 27 new school buildings in the area of Attica, and will be procured as two separate projects. Sponsor of this project is the Organisation of School Buildings, a public entity that is supervised by the Greek Ministry of Education.
The private entities that will be involved in this project will assume the responsibility for the construction and financing of this project, along with its maintenance for a period of 25 years. The reimbursement of the private entities will depend on the quality of the maintenance services, according to pre-defined criteria.
The estimated construction cost of this project amounts to 105 million euros, whereas the maintenance cost is 45 million euros for a total period of 25 years. The final cost to be paid by the Greek State will be determined, following the conclusion of the two separate contract award procedures.
This PPP project is part of the strategy of the Ministry of Education, that has identified it as a means for abolishing dual shifts, replacing leased schools and upgrading school buildings.
This is the first project to be implemented under the recently ratified PPP legislation in Greece, and it will be followed by a pipeline of other projects. The selection of this project as a pilot project is based on the accumulated global experience and expertise in the area of PPP structures for the construction and maintenance of schools, and on the various social benefits of such projects.
